Armed at 18: What MN’s New Carry Rules Mean for Young Adults

In a landmark shift that has generated both attention and enthusiasm across the firearms community, Minnesota now allows otherwise-eligible adults aged 18 to 20 to obtain a permit to carry a firearm. This change comes after the U.S. Supreme Court, on April 21, 2025, declined to hear an appeal of a lower court decision that had ruled in favor of expanding carry rights to younger adults.

A Legal Victory for Second Amendment Advocates

The decision not to hear the appeal effectively upholds the 2023 ruling by a federal district court which found that Minnesota’s age restriction on permits to carry was unconstitutional. That court ruled that denying 18- to 20-year-olds the right to carry, despite being legal adults and eligible gun owners, violated their Second Amendment rights.

With the Supreme Court stepping aside, the door is now open for law-abiding Minnesotans under 21 to apply for and receive their permit to carry, just like those 21 and older.
